Heat oven to 400 degrees F. Coat a large baking sheet with nonstick cooking spray, season chicken wings with ground black pepper and lay in a single layer on a sheet. In a medium bowl, whisk together ketchup, white wine vinegar, honey, garlic, chili pepper, and parsley. Coat chicken wings with half of the sauce and bake for 10 minutes. Coat the wings with the remaining sauce and bake for an additional 15 minutes. Remove from oven and let slightly cool before serving. While wings are baking, combine the dip ingredients in a small bowl; set aside. Serve the wings on a large platter with dipping sauce.
